There are public and private bookmarks. You will see the number for both but you can only see who bookmarked for the public ones. Private bookmarks won't show up on the fic you see in the tags, in the number or when you click in to look at them. On the stats page, however, you can see the number for ALL bookmarks, including private ones.

I can sort of see how word count might be an issue since bookmarks can be for non-AO3 links and it wouldn't know the word count in that case, but titles are required! 😭 But honestly, I wouldn't be surprised if more sorting options are eventually available.
