Depends, if you are in a pvp server you want an easy to defend kind area (inside tunnels) or on top of of mountain so that avatar of gods cannot reach your base.If you are in pve, i would say sepermeru.It is the only place that i know of where you can farm silver ore and also there is an insane amount of iron all over the place south of the city.The difficulty of the purge depends upon where your base is located.
