I'd say 100% unequivocally yes. The steam deck control customization alone is worth it in my opinion. It's a great device that will give you a console like feel while giving you total freedom. Based on my experience, I'm guessing you've got the deck hooked up to a 4k display and are using the steam os mode to launch games. If so, retroarch is running in 4k and all your cores are going to run slow. If you go to desktop mode and set your display resolution to 1080p and launch the games from desktop mode, I bet you'll have better results.

If you want Windows, ROG Ally is better. I have used Steam Deck with windows for gaming and work stuff. I can say for sure it is not a friendly windows device. Many concern such as audio stop working or no output through hdmi, lacklustre gamepad support, TDP control non existent, and many others.
