So I can only guess that you've been checking behind the Fast Travel station, where he can also spawn, but 1-in-50 seems really low, even for that.
Before reaching Sanctuary he spawns right next to the Fast Travel/Catch-A-Ride station and after reaching Sanctuary he spawns in the Marrowfields. If I remember correctly.
