Same here. I have done well over 75 lost shipments. Maybe only 2 times i only found the manifest with no sunken ship. All the other times the manifest was in the shipwreck. It can easily be overlooked. Sometimes the manifest spawns in the crowsnest, Sometimes by the wheel. I have NEVER done a shipment where it did not spawn a manifest.

Maybe you’ll find the old wreck. If you are grinding lost shipments, loading your voyage inventory with 3 lost shipments will make the hunt much easier and less frustrating if you miss a key. Really all that told me is that you're doing a low tier Lost Shipment voyage for the Merchant Alliance. The clue you found is the final clue... the one right before the shipwreck. The Key however, could have spawned at ANY of the clues you found on the way there. It could have been floating amongst the barrels in the first clue.At least it's a faster way to level up to 5 with merchant emissary. It was a miserable grind before. I say do this to get to 5, then start doing cargo runs to max your rep if you're still trying to get to 75 with them.
