If shield slam generated rage for the dps specs it might be different, but shield block alone is not a good defensive use of rage compared to ignore pain, and you can't really use both. Fury has a pretty significant advantage over arms when it comes to maintaining a decent amount of damage and healing while dumping rage into IP.
