Tech definitely gives you more mobility. If you are concerned about changing majors, UT is not nearly as easy a place to do that at, especially in popular majors like CS, engineering, business. If you are content with CS 100% UT would not be a problem. Tech is a smaller campus than UT.

Atlanta is awesome, and we're right in the middle of it. Also, Atlanta is getting significantly better each year with more people moving back into the city. There are so many festivals, music venues, public parks, sports teams in Walking distance from Tech. And Atlanta is much cheaper than other comparable cities.
