For me, Lusat's superiority is a very situational. With Azur's crown, Comet Azur, and the unlimited FP for 10 second flask, it's better. Outside of that, not enough damage for the FP cost added to spells. I would take Carian Regal Staff 99% of the time. Lusat's is only useful for boss cheese, and even then, Carian Regal Staff does just fine.Azur is faster with a tiny bit less damage. Lusat is normal speed with more damage. Both have higher focus costs. The Sceptre is the middle option, not as fast as Azur and coming between Azur and Lusat for damage, but having no increased focus costs.
