With a Resource blessing, it boosts it to a mere 1.5% chance (seeing how Blessings only give you a 50% boost), and with a Resource Drop Chance Booster it gives it a 2% drop rate, since those booster I believe give ... Might as well make it dead simple. Every eximus drops a riven sliver. X Slivers become a shard. 10 shards can be traded for kuva, riven, etc. Adjust the X to whatever. That makes a lot of sense and would make farming consistent, hence it would never be implemented in Warframe.
