Becuase germany already has a MiG-21Bis and a MiG-23MLA for the fighter role. The F-4F fulfills a good ground attack role with bombs and Mavericks. Fun fact: you can use the skins made for Russian MiG-29, just change the file names from Mig-29-R-13 (or something like that) to MiG-29-R-12a. Literally just replace the 13 with 12a. Worked fine for me.
