They can probably implement a system where you can easily use the site in-game to look for sights, skins or sound mods.

The userSights folder is added when needed. In the war thunder settings there is a dropdown box for sights with an add sight option, which adds the userSights folder and whichever vehicle is on screen in your garage or when in a match/test drive will have a folder added inside. This is where you put your custom sights.
