I guess Germany will get the Tornado this update, and further down the line they will get the Mig 29. After all, Germany has the Western and eastern side to it, and I guess the Tornado comes in after the F4F, and later they get the Mig 29 after the MLD. Both MiG-29s are near identical (german one is a 9.12A so it's little lighter and has a little less fuel compared to the soviet 9.13 but the difference is negligable), but the USSR air tree is a FAR better investment if you care about top tier jets. There's so much stuff they can get within the next year while germany is pretty much shafted. IF the MiG-29 gets R-73s, the F-14 should absolutely get AIM-9Ls. It's strong, but not to the point a good MiG pilot can't punish it. Overall, it is stronger, but not to the point USSR desperately needs R-73 or MiG-29 or something like that. 15Bis is still good. Mig-9L is way better than Mig-9 FYI. Higher BR migs idk. IMO both Mig-9 and Su-9 are fun jets to start with and will teach you the basics of jet combat. They have different flight characteristics and performance but both are capable for their BR while not being overpowered.

MiG-29 will have access to R-27s so it will have a bit of an edge in medium range engagements while the F-16s will only have access to AIM-9Ls (unless you're getting the Chinese F-16, which will have 2x AIM-7Fs). F-16s hold a slight edge in rate fights, but not to a degree where it outclasses the MiG-29.
